It now requires the user to pay the full amount and then after the repair and the use of the voucher the Government refund the owed amount in about a month.

Shonky businesses would still appear I am sure, a user of the scheme would be well advised to do research into what businesses were worthy of trust before paying out for a repair. It might also encourage new businesses to start up and provide repairs, increasing employment, taxes, and a greater push for repairable items rather than disposable tech/electronics.
