Or Apple could simply put a power use meter icon in the corner of the display that estimates how much power is being consumed at that instant. The Apps or web pages that chew the battery can be user identified, and if not delivering value deleted or avoided?

Apple seems to be able to track a variety of data relating to how Apps perform, including battery use?

Not just Apple - Javascript allows a website to check your battery levels (although it is apparently now deprecated; people started to understand how much more tracking data it provides to websites).
