Fight to make Unfair Illegal

The following 2 sentences were contained in an email recently sent to me by Choice staffer, Alex Soderlund

“New CHOICE research has revealed that 7 in 10 people believe Australian businesses are required to act fairly towards consumers. But there’s actually no law that requires this, meaning Australia’s current consumer laws aren’t meeting people’s expectations”

Does this mean that 3 out of 10 people don’t believe that Australian businesses are required to act fairly towards consumers.
I would find this hard to believe, but perhaps I am not understanding the statement, and someone out there will be able to enlighten me.

No, it means 3 out of 10 people don’t believe that Australian businesses are required by law to act fairly.
