That is true. But graphs are just pictorial display of some sort of data. Usually to demonstrate some sort of point.
You posted the graph as you found it illustrative of something about the cost of living, presumably that some increases in costs go up faster than CPI, and others less.
Fine.
To me, the omissions in categories graphed are a glaring fault that renders the result at best misleading, and at worst garbage.
