The decision made by the City of Sydney Council was heavily opposed by corporate lobbyists it appears. Still, the decision was made regardless of that “financial” pressure. Sometimes decisions are made that do not align with the money. Though the Council believes this change will lead to savings for the consumers.
The council cited modelling commissioned by climate group 350 Australia, which estimates that new households in the City of Sydney could save an average of $626 annually on energy bills under the new rules.
It actually is the 7th Council to bring in similar regulations about gas and electricity.
I personally think that solar/renewable energy systems should be required on all new developments. In some places in the World this is becoming the norm, how fast it becomes the norm for the World is what is uncertain.
