Agree having had a copper line (40 years young) until 2023. It became a liability due to reoccurring faults.
The OP highlights inquiring of those who with 3G had some level of service, however now have less or none. Most likely those in a marginal reception area although one can also be in relative proximity to a mobile tower and have nought service.
To suggest there are two related concerns in the discussion.
Access to mobile coverage and the ways that might impact on daily lives when access is not available or assured.
How best to meet the community expectations of connectivity when in an emergency or potentially threatening situation.
