Where i live i get water and electricity bills as normal not divided up. My family member does not have a choice of electricity providers stupid building it is really cheap and nasty quality thats NSW for you councils allowing builders to have control
Not necessarily just usuage within the unit, but they have to share in the usage for the Common Proprerty.

The other is a vacant unit owner needs to contribute to the supply charges which includes things like building fire sprinkler systems both in common areas and within units.
