Probably because we’re used to not taking care of our own waste in Australia. We normally export it to someone else.

or a matter of protecting workers because of hygiene issues surrounding what are essentially uncontrolled untreated possibly contaminated recyclables? The economics are slim enough so added costs for accepting and sanitising or equipping staff in hazmat kit could not be supported.
