Something similar has worked in other markets. Australia is not those markets. Australians are not generally that keen on Doing the “Right Thing”.
Many people (myself included) turn off location services. That’s both a privacy precaution and a battery-saving measure. Demanding that those services be active would meet resistance.
If so, then I’m yet to be convinced that it’s more than failure to comprehend click-throughs.
