Aged Care: Royal Commission and Beyond

It is the first time I knew about Tinder. My friend is a homecare package consumer and legally blind. About 6 weeks ago signed an agreement with a regional home care provider, and received a Cabcharge card, He used it four times, and noticed, that the Cabcharge was the double amount of the taxi fair, So it appears to be the case that the discriminatory practicies include people with disabilities, the NDIS consumers.
I was told that professionals, manufacturers, repairers - as soon as they know that the customer is an NDIS or MAC recipien - charge a much higher fee, often double of the Medicare price. It is especially conserning, as people who live with visual disability can not see the receits issued. Is this another robo debt peactice?
