An article regarding debate as to whether the next decade commences on 01.01.2020 or 01.01.2021.
It is a carryover from the same discussion at the end of 1999 as to the commencment of the 21st century.
Personally, I agree with those who stated that as there was no year zero some 2,000 years ago, the current millenium commenced on 01.01.2001.
Otherwise it is akin to saying a baby is 1 year old at birth instead of on their first birthday.
