We are yet to buy a bike for our child, as there are always friends whose children outgrow their bikes and they become hand-me-downs. There seems to be a lot of such bikes handed down between families.
The features listed apply equally to those hand-me-down bikes, however, it may also be worth at some stage to also add some considerations for secondhand/hand-me-down bikes. This can include things like condition (rust, dents, gear system, brakes, tyres etc) or future problems which could arise.
