Container deposit scheme - designed to fail?

Only 3 years until roll out, an election away. It is tantalising to muse about how it can go wrong in that short time when partisans are at play.

It is disappointing to read articles such as this, especially when the person involved knows it is illegal, but is in it to make money…

Larry works hard for his money, taking only Saturday afternoons off so he can play bowls.

I would be surprised if it is his only income. As returned container deposits don’t need to be declared as income for individuals, it is possible that other benefits, such as social security, could still be obtained without any impact due to the cash income.

Thinking it is acceptable to fraudulently obtain the monies illegally means this costs those container deposit schemes more, with the consumers losing out as there is less funds to do things like research and development of recycling programs.
